Read More(March 31, 2022) Debbie and Randy Blough discovered that mobile homes are overtaxed. They helped 22 Chester County mobile home owners successfully appeal their tax assessments in 2018. Legal Aid of Southeastern PA and United Way of Chester County have partnered to help 756 home owners from 2019-2021, with 2022 project under way.. Without the Bloughs, the project would not exist.
