About the project
Do you own a mobile or manufactured home in Chester County? If so, you’re probably paying too much in taxes. The 2021 project to help you appeal your tax assessments is under way! The nonprofit organizations who are partners in this effort are:
Legal Aid of Southeastern PA (LASP)
LCH Health and Community Services (formerly La Comunidad Hispana)
Local food pantries
Background
Mobile homes are taxed like traditional real estate, even though they depreciate like cars. To keep tax assessments fair, mobile home owners need to apply for reassessment every few years, but many haven’t done so. LASP and United Way of Chester County teamed up with Honey Brook Food Pantry and volunteers in 2019 and 2020 to help Chester County mobile home owners appeal their property assessments. Participation was free for mobile home owners in 2019 and 2020, and is free in 2021.
2019 & 2020 results
510 successful appeals total:
177 successful appeals in 2019.
333 successful appeals in 2020, during COVID-19.
Savings, for each mobile home owner, of an average of $966 on annual taxes.
Savings of $4.9 million over 10 years, collectively!
But there are more than 3,000 mobile homes in Chester County!
There’s still work to do! LASP and United Way of Chester County hope to reach all mobile home owners in Chester County who may be in a similar situation because of a flaw in the tax code.
How to apply and what to expect
To apply, please fill out the 2021 Reassessment Form.
Deadline to submit this form is July 10, 2021, because the Chester County Reassessment filing window is May 1-August 1.
A staff member from United Way of Chester County will contact you to schedule a 30-minute intake appointment.
Between March and mid-July, a paralegal or an advocate with Legal Aid of Southeastern PA will meet with you. Due to COVID-19, the appointment will be virtual or socially distanced.
The paralegal or advocate will complete the forms and will request your signature.
A UWCC volunteer will take photos of the home for documentation.
All forms will be submitted between May 1-August 1 to the County Reassessment Office.
LASP attorneys will represent you at the reassessment hearing. You do NOT need to attend the hearing.
You will learn the results of your reassessment appeal in October 2021.
How is it free to mobile home owners?
United Way of Chester County pays the fees on behalf of the homeowners in the program.
Legal Aid of Southeastern PA provides free civil legal aid.
