ALERT: Bucks Emergency Rental Assistance (BERA) applications CLOSE Jan. 5, 2024
Due to limited remaining funds, the BERA program will stop accepting applications after Friday, Jan. 5, 2024.
Eligible tenants with an active, court-filed landlord-tenant case for nonpayment of rent, utility shut-off notice, or request for relocation assistance will receive priority.
Applications received before the deadline will be processed until program funds are spent. Payment is based on funding and is not guaranteed.
The BERA program will close when all available funds have been spent.

Emergency Rent and Utilities Coalition Reopened
The Montgomery County Emergency Rent and Utilities Coalition (ERUC) has reopened for new clients as of August 7, 2023.
If you are a renter living in Montgomery County and are having trouble paying your rent or utility bills and are facing eviction or utility shut-off due to COVID-19 or problems caused by the pandemic, you may be eligible for help.
Do you:
Live in Montgomery County? You must reside in Montgomery County at the time you apply.
Have you:
Been financially hurt by COVID-19, either directly or indirectly? You must show that COVID-19 has resulted in one or more of the following:
Put you or someone else in your household on unemployment benefits.
Reduced your household income or significantly increased your household costs.
Created another type of financial hardship for your household.
The hardship caused by COVID must have taken place during the federally declared public health emergency, which ended on May 11, 2023.
Can you:
Demonstrate a risk of homelessness or housing instability?
If you answer yes to any of these questions, you may be eligible for ERUC assistance.
New clients who have never received any rental or utility financial assistance through these agencies - ACLAMO, CADCOM, Pottstown Cluster of Religious Communities, Family Services of Montgomery County, Manna on Main Street & YWCA - are welcome to apply.
Former clients looking for recertification must contact the agency they worked with before to check current eligibility and/or further assistance.
Households who have already maxed out assistance after 18 months with any ERUC Provider (ACLAMO, CADCOM, Pottstown Cluster, Family Services, Manna on Main Street, or YWCA) are no longer eligible for this program. Any person who was a member of a household that received 18 months of assistance is not eligible, even if they were not the lead applicant.
Applications will only be open for a limited time, until funding runs out. Not all applications will be served. Certain attention and priority may be given to households actively facing eviction, utility shut off, disability status, or have involvement in other systems of care
Anyone seeking aid from the Emergency Rent and Utilities Coalition can find out if they are eligible for the ERUC programming by contacting the Your Way Home Call Center. Clients should call 2-1-1 or text their zip code to 898-211 and set up a time for a call back. The call center will be able to complete intake and refer each eligible applicant to an ERUC agency.

Delco ERA (Delaware County's Emergency Rental Assistance) TO CLOSE Thursday, AUG. 10, 2023 at NOON.
The Delaware County Emergency Rental Assistance had extra funding to reopen applications for a month, which is now ending.
Delco ERA will continue to process existing applications, until funds run out.

Delaware County Emergency Rental Assistance Program (DELCO ERA) is approaching 100% expenditure of its available funds.
On Thursday, Aug. 10, 2023 at Noon, Delco ERA will no longer accept registrations for first-time or subsequent assistance. For those who have already registered, we will continue to process applications until all available funds are exhausted.
DELCO ERA represents an extraordinary partnership among Delaware County, tenants and their landlords and utility providers, Community Partners, the Eviction Court system, and Program Manager Capital Access. By end of September DELCO ERA will have funded 13,068 grants for low-income tenants experiencing housing instability.
The U.S. Treasury and Commonwealth of Pennsylvania established the program to assist low-income renters during the Covid emergency. The funds also helped the applicants’ landlords and utility companies, large and small, weather the crisis. Here is how DELCO ERA has helped the greater Delaware County Community:
As of Aug. 8, 2023, the program has processed 13,068 grants.
The average grant is $5,738 for 6.55 months of rent and/or utility assistance.
2,735 grants have helped households avoid a court-ordered eviction.
Average annual household income is $23,147.76.
11,441 of all grants (87.5%) benefitted households earning 50% or less of Area Median Income. 7,118 of all grants (54.5%) benefitted households earning 30% or less of AMI.
7,206 of all grants helped households with children remain in their homes.
We will continue to process grants with the remaining funds.
When all funding is exhausted, if your application has not been fully processed, we will send you a notice that we are unable to proceed with your application.

Montgomery County ERAP applications will REOPEN Aug. 7, 2023 for a short time
Beginning Monday, Aug. 7, 2023, the Montgomery County Emergency Rental Assistance Program (ERAP) will accept new applicants and allow for recertifications every three months, up to 18 months of assistance. The program is open for a short time.
Apply ASAP! Applications will close again when the extra funds are spent!
The Commonwealth of Pennsylvania awarded Montgomery County an additional $4 million in ERA2 funding.
Due to the declared end of the pandemic on May 11, 2023, Montgomery County now requires new applicants to complete a Self-Attestation of Hardship. This says the household faced a hardship during the pandemic period, which ended May 11, 2023.

Move-in assistance available
Effective June 19, 2023, Montgomery County’s ERAP is helping to assist community members who need move-in assistance. Move-in assistance includes first month’s rent, last month’s rent, and security deposit.

Bucks County update

Changes were announced April 10, 2023 to Bucks County’s Bucks Emergency Rental Assistance Program:
Effective April 10, 2023, eligible tenant applicants can receive five total months of financial assistance, including utilities, with up to two months of prospective rent assistance.
Applicants will have the ability to re-apply to receive five total months of financial assistance. Eligible applicants with a court-filed Landlord/Tenant case may be eligible for additional assistance.

Delaware County’s Emergency Rental Assistance (ERA) Program celebrates 100% expenditure success & announces program closure
Program has expended 100% of allocation of $82.9 million providing 12,889 grants
The Delaware County Emergency Rental Assistance Program (Delco ERA) has expended 100% of its allocation of $82,918,830 in emergency rental assistance funds, having awarded a total of 12,889 grants to low-income renters who experienced housing instability during COVID-19 pandemic.
The Delco ERA program helped keep many Delaware County residents in their homes and prevented large-scale homelessness during the pandemic.
Delco ERA launched in March 2021 to help low-income Delaware County residents avoid eviction and housing instability as communities weathered the impact of COVID-19. The U.S. Treasury and Commonwealth of Pennsylvania awarded Delco ERA $50,711,553 in ERA 1 funds from the CARES Act of 2020 and an additional $32,207,277 in ERA 2 funds from the American Rescue Plan Act of 2021.
By October 2021, Delco ERA had expended 100% of its first allocation of $37.27 million in ERA 1 funds—when the national average expenditure rate was just 45%. Delco ERA received an additional $15,259,080 in re-allocated ERA 1 and ERA 2 funds. The high performance of the team directly led to over $15M in additional funds being awarded to Delaware County renters and landlords.
In April 2022, Delaware County received the prestigious Governor’s Award for Local Government Excellence, in recognition of the County’s successful Emergency Rental Assistance Program.
In November 2022, U.S. Treasury selected Delaware County as one of four out of the 67 counties in the Commonwealth of Pennsylvania to receive an additional $3.99 million in re-allocated ERA 1 funds to help renters avoid eviction before the holidays. With the newly awarded funding and a tight deadline, the Delco ERA team was able to work quickly and assist 700 renters who were facing eviction during the holiday season.
Delaware County Council, the Delaware County Department of Human Services, the County Solicitor’s Officer, Capital Access, numerous staff members from many State and County agencies, as well as many community partners—including the Multicultural Community Family Services, the Delaware County Foundation, Media Fellowship House, Legal Aid of Southeastern PA, the Chester Housing Authority and Chester City Hall—have all played a significant role in making the Delco ERA program a success.
A summary of Delco ERA production and impact:
Delco ERA processed 12,889 grants as of December 29, 2022.
The average grant was $5,755 for 9.76 months of rent and utility assistance.
2,656 grants have helped households avoid a court-ordered eviction.
Average annual household income for those receiving grants was $23,155.
7,012 of all grants (54.4%) benefitted households earning 30% or less of Area Median Income (AMI).
11,268 of all grants (86.4%) benefitted households earning 50% or less of AMI.
7,095 grants helped households with children remain in their homes.
“Delco ERA represents an extraordinary partnership among Delaware County Government and various partners,” said Delaware County Council Chair Dr. Monica Taylor. “We were able to help thousands of Delaware County residents in need thanks to the dedicated and persistent collaboration of community partners, Utility Companies, landlords and tenants, along with our program manager, Capital Access.”
The U.S. Treasury and Commonwealth of PA may still award Delco ERA with additional rent and utility assistance as the federal and state programs wind down. The County will determine the optimal approach to make such assistance available based on when and how much may be available. Chester County report on ERAP impact from the Chester County Dept. of Community Development

The Chester County Dept. of Community Development (DCD) expended its first round of Emergency Rental Assistance Program (ERAP) funding, which began in January 2021 and ended on Sept. 30, 2022. During that time, Chester County served 2,926 households, with an average assistance amount of $5,800. (Please click to view a larger map of the geographic distribution of those households.)
A total of $30,576,332 from the U.S. Dept. of the Treasury and Pennsylvania Dept. of Human Services were provided to Chester County households impacted by COVID-19 to prevent evictions and utility shutoffs, and keep these households stably housed.
54% of households received more than one instance of assistance, and 375 individuals served were veterans. These funds were distributed with the assistance of Friends Association, the Housing Authority of Chester County, Human Services Inc., Oxford Area Neighborhood Services Center, and Open Hearth.
As of Dec. 12, 2022, Chester County's Emergency Rental Assistance Program (ERAP) relaunched with new eligibility guidelines to support individuals and families facing court-ordered eviction, in possession of a utility shutoff, or with a need for security deposits to secure permanent affordable housing.
“For those who struggle with the many factors that come with keeping a roof over their heads, this emergency rental assistance program is critically important,” said Dolores Colligan, Director of the Chester County Dept. of Community Development.

Changes to Bucks Emergency Rental Assistance (BERA)

On Sept. 2, 2022, Bucks County announced changes to the Bucks Emergency Rental Assistance (BERA) program. The BERA webpage states,
"Effective 9/2/2022, eligible tenants can receive 3 total months of financial assistance, including utilities, with up to 1 month of prospective rent assistance. This financial assistance is one time only, and additional funds will not be made available.
"Due to time-limited additional funding availability, tenants that applied to the BERA program and utilized all available funds prior to Sept. 2, 2022 may be eligible for additional financial assistance for any additional utility and/or rental arrears through the month of September 2022. In order to be considered for one-time additional arrears assistance, tenants must meet the following criteria:
Tenant must certify as having an impact due directly or indirectly to COVID-19.
Tenant has received less than 15 months of financial assistance through the BERA program.
Tenant must submit Additional Funds Request by Sept. 30, 2022.
"Tenants should reach out to their assigned reviewer or to the BERA Helpline at 888-50-BUCKS to determine eligibility for this limited time funding and complete the Additional Fund Request."
Bucks County officials confirmed with LASP that BERA funds will continue to be available after Sept. 30, 2022.

Community Action Agency of Delaware County (CAADC)
CAADC is the primary provider of emergency housing to homeless families and individuals in Delaware County. To prevent the loss of existing housing or to quickly re-house an already homeless household, qualified Delaware County residents can receive financial assistance to avoid eviction or to move into a new residence.
To apply for financial assistance, please visit the CAADC office at 1414 Meetinghouse Road, Boothwyn, PA 19061 for an assessment. Assessments are conducted Monday-Friday from 9 a.m.-3 p.m. No appointment needed. CAADC also has COVID-related funding to help with rent and utility assistance (different funding than the ERA program listed above).

Some of the rental assistance programs are backed up. Often, LASP or your local state representative's office can resolve the issue.
