Virtual CLE: Disaster Legal Help – FEMA Individual Assistance & Helping Applicants with Denials
Join North Penn Legal Services for a disaster legal aid CLE Wednesday, Oct, 30, 2024 from 11 a.m.-12 p.m. Learn about the FEMA appeals process to help Pennsylvania survivors of Tropical Storm Debby in August 2024 or future events that receive a federal, “Presidential” disaster declaration.
The CLE, “Disaster Legal Help – FEMA Individual Assistance & Helping Applicants with Denials,” is free for civil legal advocates and pro bono attorneys.
The recent federal disaster declaration for Tropical Storm Debby in four counties (Lycoming, Potter, Tioga, and Union) in Pennsylvania allows survivors with critical needs and losses to apply to the Federal Emergency Management Agency (FEMA) for “Individual Assistance,” which funds home repairs, property losses, and other allowable requests. Some requests are denied in part or in full, and applicants have a right to appeal these decisions. Get training on the nature of appeals, documentation needed, and the appeals process.
FEMA rules were updated in March 2024 to improve the coverage available, so if you’ve had this training before, you may want an update this year to help survivors of Tropical Storm Debby and be prepared to help those recovering from local and regional disasters.

Legal Aid of Southeastern PA’s Pro Bono Program presents a CLE, “Eviction Defense for Pro Bono Attorneys” on Thursday, Nov. 7, 2024 from 2-3 p.m.

Rising housing costs make eviction one of the biggest issues facing low-income residents in the Philadelphia suburbs. Tenants with representation are shown to get better outcomes in MDJ court.
Gaining extra time in the home or lowering costs and fees can have a significant impact for LASP clients.

Simple wills in Lower Bucks County

Volunteer attorneys needed for Bucks County eviction prevention program in Lower Makefield courtroom

A Bucks County pilot project provides legal representation to tenants who do not have an attorney and who volunteer to participate, while also connecting them with social services. Research shows that tenants with legal representation have significantly better outcomes in landlord-tenant court.
Evictions can have devastating short- and long-term impacts on renters, including homelessness and negative health outcomes, and can severely limit future housing opportunities.
The program launched July 27, 2023 in Lower Makefield Township. The Bucks County Bar Association Pro Bono Committee, Legal Aid of Southeastern PA (LASP), and the Bucks County Opportunity Council (BCOC) are collaborating on the effort, with support from the Bucks County Department of Housing and Community Development. The project is occurring in Magisterial District Court 07-1-11 in Judge Corryn Kronnagel’s courtroom, located in Morrisville.
How to volunteer
Pro bono attorneys are invited to volunteer for the project! The hearings take place every Thursday at 1 p.m. at Judge Kronnagel’s MDJ courtroom located at 31 E. Cleveland Ave., Morrisville, PA 19067.

New volunteers can observe PFA Day and learn from staff and current volunteers before committing to provide representation. You do NOT need to be a family law attorney to participate.

The 2024 Mobile Home Tax Reassessment Project begins in February 2024 and will continue through summer. Volunteers are especially needed from May through the end of July.
Volunteer opportunities are available for attorneys, paralegals, law students and community members. Multiple opportunities are available, and you do NOT need to volunteer for all months of the project.

Pro bono volunteers are needed to represent clients in simple, no fault, no asset divorces in Delaware County. The divorces we handle are either by consent or one-year separation. These divorces do not involve equitable distribution, custody, support, or fault grounds. Typically, a pro bono volunteer will not need to appear at a court proceeding in these cases.

Pro bono volunteers are needed to represent clients in custody cases in Delaware County. Volunteer attorneys have the opportunity to represent clients in a limited scope, pursuant to the PA Rules of Professional Conduct and Delaware County’s limited entry of appearance rule (Rule 1012) for pro bono attorneys. Delaware County’s rule permits attorneys to withdraw by praecipe after representation at the number of custody conferences agreed to in advance.

Lansdale outreach at Manna on Main Street
Pro bono attorneys are needed for Montgomery County Outreach at the North Penn Commons in Lansdale in partnership with Manna on Main Street. The clinic is held on the fourth Thursday of the month from 11 a.m.-1 p.m.

Eviction hearings for the EPIC program
The Eviction Prevention & Intervention Coalition (EPIC) started in 2017 in one courtroom in Norristown and has expanded to seven courtrooms across Montgomery County, including:
3 courtrooms in Norristown
2 in Pottstown
1 in East Norriton
1 in Jenkintown
Staff Attorney Michelle Dempsky is LASP's lead attorney for EPIC, and Staff Attorney Anthony Richardson also is working on EPIC. Pro bono attorneys are needed to represent renters at eviction hearings in all eight of these courts.

Hurricane Ida recovery: Pro bono volunteers are needed
(April 20, 2023)
The storm may have passed, but legal problems stemming from Hurricane Ida, like other natural disasters, are expected to continue for years. LASP needs pro bono attorneys to assist low-income survivors in the Hurricane Ida recovery effort.
LASP continues to assist in the recovery from Hurricane Ida. Bucks, Chester, Delaware and Montgomery counties all were part of Pennsylvania’s eight-county federal disaster declaration (see lasp.org/hurricane-ida). LASP provided the Helpline, 877-429-5994, for Hurricane Ida in Pennsylvania.
Sara Planthaber, J.D., M.S.W., LASP Staff Attorney, noted:
“Many clients have legal issues outside the scope of LASP’s regular practice. We need the assistance of local volunteer attorneys to help clients with other legal needs resulting from the flooding, to assist these clients start to rebuild their lives after this traumatic experience. As a community, we can ease the strain now to build our community back stronger in the future.”
LASP needs pro bono attorneys to assist low-income survivors in the Hurricane Ida recovery effort.

Don Solomon receives Pro Bono Award from PBA
NORRISTOWN - Congratulations to Montgomery County attorney Don Solomon, who received a Pennsylvania Bar Association Pro Bono Award Oct. 11, 2022 for his service on behalf of LASP clients.

Earn CLE credit for pro bono service
PA Supreme Court order of Jan. 31, 2022 formalizes opportunity to receive CLE credit for pro bono service
(Feb. 23, 2022) The Pennsylvania Continuing Legal Education Board has formally approved CLE credit for pro bono service. The Board also announced changes in rules that offer lawyers the option of completing a portion of their CLE requirement with credits earned through pro bono service.
The PA Supreme Court issued an Order on Jan. 31, 2022. Pa.R.C.L.E. Rule 108 (e) and related CLE Regulations have been updated to reflect this change.
The new amendments allow lawyers to earn one (1) CLE credit for every five (5) hours of pro bono service completed through an Accredited Provider of Pro Bono CLE. A maximum of three (3) credit hours earned in this manner may be applied towards the annual CLE requirement. Work is required to be completed through legal service providers accredited by the CLE Board and performed for a person of limited means or charitable organization. Note: Legal Aid of Southeastern PA is an accredited CLE provider!

Retired attorneys: Emeritus status allows you to provide pro bono service
Are you a retired attorney with some time to give back? You can now apply for emeritus attorney license status to do pro bono work! Pennsylvania Rule of Disciplinary Enforcement 403 creates an emeritus status for retired attorneys to provide pro bono service to Legal Aid of Southeastern PA and other nonprofit legal aid programs.
“There is a significant gap between the need for pro bono legal services for the most vulnerable and the availability of those services in the community,” Disciplinary Board Chair Doug Leonard said.
In an Aug. 4, 2022 social media post, the PA Disciplinary Board reminded attorneys about Emeritus Status:

Chief Justice Debra Todd on pro bono support for legal aid
“It is lawyers who volunteer who have the most direct impact on those in need,” Chief Justice Debra Todd emphasized in her May 2023 letter to Pennsylvania attorneys, in which she encouraged support of pro bono legal work across the Commonwealth. The letter was posted on May 22 to the PA Disciplinary Board's website.
Chief Justice Todd lauded the efforts of those currently performing pro bono legal work. She recognized each PA attorney’s contribution to civil legal aid through the IOLTA portion of the annual attorney registration fee.
Chief Justice Todd noted multiple opportunities to perform pro bono legal work in the Commonwealth, including the Court’s emeritus status program, established in 2018 for attorneys who have retired from practice who seek to provide pro bono service through eligible legal aid organizations, and the Pennsylvania Bar Association’s PA Free Legal Answers program.
