Director of Operations

Phillip D. Hammond is LASP Director of Operations, with responsibility for finance and accounting, grants and compliance, technology, human resources, and buildings and facilities. He joined LASP in March 2023 and is based in the Administrative Office in Norristown, serving all nine LASP offices.

Phillip is a highly experienced and accomplished professional who has made significant contributions to the field of education and community development. For 10 years, he led programming for Boys & Girls Clubs of America in Atlanta, Georgia; Columbus, Ohio; Philadelphia; and Los Angeles, California. During his tenure, he developed and implemented innovative programming that helped scores of young people build critical skills and achieve their full potential.

Most recently, Phillip joined the LASP team from the School District of Philadelphia, where he worked for 13 years in roles including Grants Compliance Monitor and Program Manager for GEAR UP, a college and career readiness program for first-generation college students; Director of Finance & Grant Administration at The Fund for the School District of Philadelphia; and Assistant Director of the Office of Family and Community Engagement. He ensured that his work served schools and families while meeting program objectives, thus helping students reach their highest potential.

Phillip completed his B.A. in African American Studies and Sociology at Temple University, where he developed a deep passion for social justice initiatives. He earned his MBA from the University of Illinois at Urbana-Champaign, which equipped him with the knowledge and acumen to lead in a thoughtful way that places the individuals he serves at the forefront of his work.

In addition to his professional achievements, Phillip is a devoted family man who lives in Philadelphia with his wife Lauren, their four children: Damian, Soulsun, Satchel, and Gracie; two dogs, Zora and Ace, and his cat Snoop. He volunteered on the Multicultural Academy Charter School Board of Trustees as secretary, treasurer, vice president and president. He is committed to social justice, making a positive impact on his community and providing equal access to resources for those who have been underserved. He currently volunteers to provide career and business coaching to a formerly incarcerated individual who has started his own business.

Phillip has started his tenure at LASP by visiting local offices to meet with staff and learn about technology and operations needs. He has convened a new LASP technology committee to receive feedback on technology needs and recommended enhancements. The committee also will be tasked with planning and implementing staff trainings on Outlook, LegalServer, and Dialpad and reviewing, updating, amending, and adding to LASP policies related to technology.
